The honest answer
Roughly 80% of the people who buy a “dive camera” will never go below 10 meters. They snorkel on vacation, freedive a reef, or swim with their kids in clear water. For that, a snorkel-class camera — especially a hands-free mask cam — produces better footage than a buried action cam in a housing, and costs a third as much.
If you’re a certified scuba diver doing 18–30m dives regularly, get the action cam + housing. Otherwise, save the money.
